I'm Francis Secada — an engineer with a public-affairs background. I started in direct service (tutoring, vocational instruction, social-services case management), and moved deliberately toward systemic impact: from helping people one at a time toward building the systems that help many at once. An MPA from CUNY Baruch gave me the language of economics and policy; software gave me the leverage to act on it.

Today I build and rescue systems — often in regulated, data-heavy domains where getting the incentives and the numbers right actually matters.
